Do I Need a Tag or Pass for Montenegro in 2026?
No. Montenegro has no vignette and you do not need a tag. You can pay with cash or a bank card in staffed lanes. Monteput also runs ENP, an electronic toll collection system. Tag holders use dedicated ENP lanes and pass without stopping. Monteput lists the Toll4All (T4A) platform on its ENP pages. Check those pages before you rely on a foreign tag.
Key Reality: Montenegro has two toll facilities: the Sozina Tunnel on the M-1.1 road (E65/E80), which links Podgorica with Bar and the coast, and the Bar-Boljare highway between Smokovac and Mateševo, designated the A1 Motorway. A trip from northern Montenegro to the coast can include both facilities.
Current Status: The Bar-Boljare highway is under phased construction. The Smokovac to Mateševo section is open and tolled, with exits at Pelev Brijeg and Veruša. The sections toward Boljare remain under construction, and there is no confirmed opening date for the full route.

Montenegro uses five vehicle classes based on vehicle type, number of axles, height and maximum permitted mass. Category I covers motorcycles, motor tricycles and quadricycles. Category II covers 2-axle vehicles, including passenger cars. Categories III to V cover multi-axle and heavy vehicles. Rates below follow the current Monteput price lists.

Bar-Boljare Highway (A1) - Operational Sections 2026
The Bar-Boljare highway applies per-section tolls from the Smokovac toll centre. The Smokovac to Mateševo section (approximately 41 km) is open. The toll depends on the exit you use:

|---|---|---|---|---|
| Category I | Motorcycles, motor tricycles and quadricycles | €0.50 | €1.00 | €1.50 |

| Category IV | 2 or 3 axles, height > 1.3 m at first axle and mass > 3,500 kg (buses, trucks); or 2 axles, height > 1.9 m and mass ≤ 3,500 kg with trailer | €4.50 | €6.00 | €10.50 |
| Category V | 4 or more axles, height > 1.3 m at first axle and mass > 3,500 kg | €7.00 | €10.00 | €17.00 |
Note: Motorcycles, motor tricycles and quadricycles pay the Category I rate: €1.00 at Sozina Tunnel and €0.50 to €1.50 on the A1, depending on the exit. Monteput publishes the full price lists on its price list page.
How to Pay Montenegro Tolls
Montenegro tolls are paid with cash or a bank card in staffed lanes, or with an ENP tag in dedicated lanes. Cash and card payment needs no pre-registration.
1. Cash (EUR):
- Accepted in staffed toll lanes; EUR is the national currency so no conversion is needed
- Small denominations speed up payment during the busy summer season
2. Credit/Debit Card:
- Bank cards are accepted in staffed lanes with the help of the toll operator
- Card terminals may be unavailable during power outages or system faults - always carry EUR cash as backup
- A sign on the canopy above the barrier shows when cash and card payment is active
3. Electronic Toll Collection (ENP):
- ENP is a cashless system that needs no stop; use the lanes marked with the ENP sign
- A tag device is fixed inside the windshield and an antenna above the lane reads it automatically
- Slow to about 10 km/h and keep a safe distance from the vehicle ahead so the transaction succeeds
- In heavy traffic Monteput can switch ENP lanes to combined mode, where tag, cash and card are accepted
- Monteput lists tag sales points, a user guide, the ENP portal and the Toll4All platform on its ENP pages
Key Toll Facilities: Sozina Tunnel and Bar-Boljare Highway
Sozina Tunnel (M-1.1)
The Sozina Tunnel is 4.19 km long and passes under the Paštrovska Gora mountain range on the M-1.1 road (E65 and E80), linking Podgorica and the Zeta plain with Bar and the Adriatic coast. It opened on 13 July 2005 and Monteput operates it. The tunnel shortens the Podgorica to Bar trip by about 25 km, and the drive takes about one hour. Traffic peaks in the summer tourist season (June to September).
Bar-Boljare Highway (A1)
The Bar-Boljare highway is Montenegro's most ambitious infrastructure project, financed largely by a loan from China's Exim Bank and built by CRBC. The Smokovac to Mateševo section (about 41 km, near Podgorica) opened in July 2022 and is the only tolled section. The northern section toward the Serbian border at Boljare is still under construction, and the highway does not yet reach Bar. Tolls apply on completed sections only.
Recent Changes (2026)
- Monteput price lists use five vehicle classes at both facilities; passenger cars pay Category II
- A1 Smokovac to Mateševo remains the only tolled A1 section; the northern sections toward Boljare remain under construction
- Monteput can run ENP lanes in combined mode (tag, cash, card) in heavy traffic
- AMSCG reports full closures of regional road R-15 between Ulići and Rijeka Crnojevića from 14.10.2026 to 14.11.2026 (08:00 to 10:00 and 11:00 to 16:00)
Planning Your Journey
Cost Considerations:
- Podgorica to Bar (via Sozina): €2.50 for a passenger car; round trip €5.00 in tunnel tolls
- Smokovac to Mateševo (A1): €3.50 for a passenger car; €1.50 to Pelev Brijeg and €2.00 to Veruša
- Motorcycles: €1.00 at Sozina Tunnel and €0.50 to €1.50 on the A1
- Heavy vehicles (Category IV or V): €10.00 to €18.00 at Sozina Tunnel and €10.50 to €17.00 on the A1 to Mateševo
Toll-Free Alternatives:
- Older roads between Podgorica and the coast bypass the tunnel and are toll-free, but they add driving time and use mountain roads; check AMSCG for roadworks and closures first
- Routes via Nikšić or Cetinje bypass both major toll points but significantly increase travel time
Seasonal Advice:
- July–August: Sozina Tunnel traffic peaks on Friday afternoons and Sunday evenings - travel early morning or after 21:00 when possible, or use an ENP lane
- Winter: check AMSCG road condition reports for winter restrictions, including winter tyre or chain requirements, before you drive the A1 mountain section

Frequently Asked Questions
Is there a vignette for Montenegro?
No. Montenegro does not use a vignette. You pay per facility with cash, a bank card or an ENP tag. No annual or weekly windshield sticker is required.
Can I use Croatian ENC or Serbian BOKS transponder in Montenegro?
Monteput lists the Toll4All platform on its ENP pages, but the pages reviewed do not give a list of accepted foreign tags. Check the Monteput Toll4All page before you rely on a foreign tag. Cash or card payment works in staffed lanes.
What happens if I don't pay at a Montenegro toll?
Staffed lanes use a barrier that opens after payment. ENP lanes charge the tag automatically at about 10 km/h. Drivers without a tag must use a staffed lane or a lane in combined mode. If an ENP transaction fails, use the Monteput complaints (Reklamacije) page.
Do tourists pay different rates?
No. The Monteput price lists show one rate per vehicle class, with no separate tourist rate and no seasonal prices. Some vehicle groups are exempt from payment; see the Monteput exemptions page.
Is the Bar-Boljare highway complete?
No. As of 2026 only the Smokovac-Mateševo section (approximately 41 km, near Podgorica) is complete and tolled. Both the southern stretch to Bar and the northern stretch from Mateševo to the Serbian border at Boljare remain under construction. No confirmed completion date has been announced for the full route.
Are motorcycles charged tolls?
Yes. Motorcycles, motor tricycles and quadricycles pay the fixed Category I rate: €1.00 at Sozina Tunnel and, on the A1 from Smokovac, €0.50 (Pelev Brijeg), €1.00 (Veruša) or €1.50 (Mateševo).
