Operator: Via Lietuva (state road management company)
Currency: Euro (EUR)

Technology: Plate-registered electronic vignette; enforcement by ANPR cameras
Do I Need a Vignette for Lithuania? 2026
Private cars (M1) and motorcycles do not pay any road user charge in Lithuania. The Lithuanian vignette (Keliu mokestis) applies to buses (categories M2 and M3) and goods vehicles (categories N1, N2, and N3). If you are driving a passenger car, you can use all Lithuanian roads free of charge.
For operators of these vehicles, a valid vignette is mandatory before entering a tolled road. The tolled network covers motorways A1 to A18 and A20 and 21 regional roads, 2,851 km in total; the official list is published at Tolled roads. Local roads are not tolled. The vignette is purchased online or at a sales point and linked to the vehicle's license plate. No physical sticker is issued.
Vignette in 2026: The vignette remains the road charge until 31 December 2026. Annual vignettes are no longer sold (since 1 July 2026); day, week and month vignettes are available. On 1 January 2027 the distance-based electronic toll Via Toll replaces the vignette, and every vignette expires on that date. Purchase is handled through Via Lietuva's official portal at Keliumokestis; Via Toll information is at Via Toll.
Lithuania Vignette Costs: Current Rates
Rates vary by two factors: vehicle category (determined by body type, axle count, and maximum authorised mass) and Euro emission class (EURO 0 through EURO VI, cleaner vehicles pay less). A trailer or semi-trailer attached to the tractor unit triggers a higher rate bracket on the same vehicle. Rates apply to day, week and month vignettes.
Vehicle Categories Subject to the Vignette
| Category | Vehicle Type | Key Threshold |
|---|---|---|
| M2 | Minibuses and small buses (more than 8 passenger seats) | MAM up to 5 tonnes |
| M3 | Full-size coaches and buses (more than 8 passenger seats) | MAM over 5 tonnes |
| N1 | Light goods vehicles (vans and light trucks) | MAM up to 3.5 tonnes |
| N2 | Medium goods vehicles (trucks) | MAM 3.5 to 12 tonnes |
| N3 | Heavy goods vehicles and articulated lorries | MAM over 12 tonnes |
Note on N1 vans: N1 vehicles (vans up to 3.5 t) are subject to the vignette under Lithuanian law. This is a common point of confusion for drivers of larger delivery vans - if your van is type-approved as N1, you need a vignette even though your vehicle is under 3.5 tonnes.

Enforcement and Penalties
Compliance is enforced by ANPR cameras on tolled roads, including sections inside city limits. Fines are processed by the Lithuanian Transport Safety Administration (LTSA). There are no toll gates or barriers - the entire system is remote and automatic.
| Violation | Penalty |
|---|---|
| No valid vignette | Fine of EUR 700 to 1,000 (Code of Administrative Offences, Article 463) |
| No valid vignette (first offence) | Administrative order of EUR 350 (half of the minimum fine) offered with the protocol |
| Repeat offence within one year | Administrative order of EUR 700 (the minimum fine) offered with the protocol |
| Wrong vehicle category or Euro class, late purchase, expired vignette, wrong start time, or wrong license plate | Can lead to a fine even when a vignette was bought |
Fines can be issued to the driver or to the vehicle owner or holder. For company vehicles the protocol goes to the head of the company, who can name the responsible driver to LTSA within 30 calendar days. The charge applies to vehicles registered in any country.
Exemptions
Some users do not pay the road user charge, for example:
- Ambulances, fire service vehicles, and vehicles of Ministry of the Interior institutions
- School buses and vehicles adapted for persons with disabilities
- Military vehicles and vehicles used to maintain state roads
- Passenger vehicles on local and suburban regular routes named in their permits
- Vehicles registered abroad when carrying humanitarian aid or dealing with disasters or accidents
- Farmers who earn over 50 percent of their income from farming, when driving to and from their own field
- Use of a marked bypass, crossing a tolled road, or forced entry up to the nearest turning place
The full list and the way to claim an exemption are published by LTSA.
Recent Changes (2026)
Via Toll Replaces the Vignette on 1 January 2027:
- Via Lietuva starts the electronic toll Via Toll on 1 January 2027. The charge is calculated per kilometre driven on tolled roads instead of by vignette period
- All vignettes expire automatically on 1 January 2027, including vignettes bought in 2026. Do not buy a vignette for dates after 31 December 2026
- Via Toll applies to the same vehicle categories: M2, M3, N1, N2 and N3. Private cars (M1) stay exempt
- Per-kilometre tariffs are published at Via Toll
Annual Vignettes Withdrawn:
- Since 1 July 2026 only day, week and month vignettes are sold
- Via Lietuva will compensate the unused period of annual vignettes; the procedure is published by Via Lietuva
Tolled Road Network:
- The tolled network covers motorways A1 to A18 and A20 plus 21 regional roads added on 1 July 2025, 2,851 km in total
Euro Emission Class Incentives:
- The differentiation between EURO VI and EURO 0 rates remains significant: a monthly vignette for an articulated N3 lorry costs EUR 305 on a EURO 0 engine and EUR 138 on EURO VI, about 2.2 times more. Via Toll will also consider vehicle weight, emission class and fuel type
Planning Your Journey
Which validity period to choose:
- Daily: Best for one-off transit through Lithuania - a single-day EURO VI N3 solo costs EUR 13
- Weekly: Best for a multi-day delivery round or short-haul work within Lithuania
- Monthly: Economical for operators making regular runs into or through Lithuania each month; it is the longest period available since annual vignettes were withdrawn
Transit corridor tips:
- Lithuania is a key transit corridor on the Via Baltica route connecting Poland, Latvia, and Estonia. Operators travelling from Poland northward pass through Poland's own toll system (Poland e-TOLL) before Lithuania, and Latvia and Estonia charge separately afterwards. Operators entering from Belarus should also check BelToll. Each country charges independently
- Latvia and Estonia both operate their own heavy vehicle vignette systems - separate from Lithuania's and requiring independent purchase. Latvia's vignette (Latvia) applies to vehicles from 3,001 kg GVW; Estonia's (Estonia) applies from 3,501 kg. Private cars are exempt in both countries. Purchase Latvia's vignette at (LVvignette) and Estonia's at (Teetasu) before crossing into those countries
- Buy the Lithuanian vignette in advance online or at a sales point before entering a tolled road, and choose a validity period that ends before 1 January 2027
Frequently Asked Questions
Which roads need a vignette in Lithuania?
Only tolled roads: motorways A1 to A18 and A20 and 21 regional roads, 2,851 km in total. Local roads are not tolled. The official list is published at Tolled roads.
Do private cars pay any toll in Lithuania?
No. Private cars and motorcycles are not subject to any road user charge in Lithuania under the current system. All roads are free for private passenger vehicles. Private cars also stay exempt when Via Toll starts in 2027.
My van is under 3.5 tonnes but is type-approved as N1 - do I need a vignette?
Yes. The vignette obligation is determined by the vehicle's type-approval category, not only its weight. If your vehicle's registration document shows category N1, a vignette is required even if the actual laden weight is under 3.5 tonnes. Check your vehicle's registration document (category field) before travel.
How do I find my vehicle's Euro emission class?
The Euro class is listed in the vehicle's registration document, typically in field V.9 of the EU registration certificate. Manufacturer certificates have not been accepted since 31 August 2024. If the class is not shown, it is taken from the date of first registration, then the year of manufacture, then the model year. If none of these is shown, EURO 0 applies. Entering an incorrect (lower) Euro class when purchasing the vignette can lead to a fine.
Can I get a refund if I buy the wrong vignette?
Contact Via Lietuva at +370 5 232 9600 promptly if you notice an error. Correction and refund rules are published in the FAQ at Keliumokestis. For annual vignettes, Via Lietuva will compensate the unused period after Via Toll starts.
Will the distance-based toll replace the vignette in 2026?
No. Vignettes remain valid until 31 December 2026. The distance-based Via Toll starts on 1 January 2027 and charges per kilometre driven on tolled roads. All vignettes expire on that date. Tariffs and registration details are published at Via Toll.

|---|---|---|---|
| Lithuania | Electronic vignette (time-based); distance-based Via Toll from 1 January 2027 | M2, M3, N1, N2, N3 - tolled roads | Day, week or month vignette: EUR 7 to 51 per day, EUR 34 to 305 per month, by category and Euro class |
| Latvia | Electronic vignette (plate-registered, LVvignette) | Vehicles from 3,001 kg GVW - private cars exempt | From EUR 260 per year (3,001 to 3,500 kg, Euro VI); higher by weight and Euro class |
| Estonia | Electronic vignette (plate-registered, Teetasu) | Vehicles from 3,501 kg GVW - private cars exempt | Depends on weight, Euro class, and axle count; see Teetasu |
| Poland | e-TOLL distance-based system (GNSS / ANPR) | Vehicles over 3.5 t on designated roads | Variable - per km based on distance and emission class |
| Belarus | BelToll e-tolling + vignette for foreign vehicles | Heavy vehicles + foreign passenger cars on motorways | Variable by distance; see BelToll for vignette prices |
