<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">Yes - FASTag is mandatory for all Class M and N vehicles on national highways in Bihar, as it is across India since February 15, 2021. A vehicle without a valid, active tag pays 1.25x the standard toll through UPI, or 2x where cash is still accepted. Under the MoRTH "Zero-Cash" direction, dedicated cash lanes are being phased out at national highway plazas, so a working FASTag is the only way to pay the standard rate.</p>
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;"><strong style="font-weight: bold;">Key Reality:</strong> Bihar sits on the Grand Trunk Road (NH-19), one of India's busiest freight and passenger corridors connecting Uttar Pradesh to Jharkhand and West Bengal. In Bihar the road runs from the Uttar Pradesh border through Daffi, Mohania and Sasaram to Saukala near Aurangabad before entering Jharkhand. Long-distance travellers and commercial truckers on this route pass through multiple plazas. FASTag eliminates queue time and ensures the correct rate is charged automatically. Two-wheelers are exempt from toll at national highway fee plazas.</p>
<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;"><strong style="font-weight: bold;">2026 Update:</strong> NHAI revised national highway toll rates on April 1, 2026 under the annual WPI-indexed revision. The FASTag Annual Pass was revised to Rs 3,075 for FY 2026-27, covering 200 crossings or one year at national highway and expressway fee plazas for non-commercial private vehicles. A MoRTH "Zero-Cash" policy direction from April 10, 2026 is progressively eliminating dedicated cash lanes at national highway plazas in favour of fully cashless FASTag/UPI operations. In July 2026 Bihar also notified the Bihar Road User Fee Rules, 2026, a framework for per-kilometre tolling on selected state highways, major bridges, bypasses and tunnels.</p>

<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">Bihar follows the NHAI national rate structure, revised annually on April 1 under the National Highways Fee (Determination of Rates and Collection) Rules, 2008. Rates vary by plaza based on tollable length, road category (BOT or public-funded), and concessionaire. The table below shows FY 2026-27 rates (effective April 1, 2026) for the highest-traffic plazas.</p>

<p style="font-size: 16px; color: #202122; font-family: Georgia, 'Times New Roman', serif; line-height: 1.6; margin: 8px 0;">Yes, by using state highways and district roads, which are generally slower. NPCI rules allow a short window around the plaza read time to fix a low-balance or inactive tag before a penalty applies. Do I Need FASTag for Bihar? 2026 Update
Yes - FASTag is mandatory for all Class M and N vehicles on national highways in Bihar, as it is across India since February 15, 2021. A vehicle without a valid, active tag pays 1.25x the standard toll through UPI, or 2x where cash is still accepted. Under the MoRTH "Zero-Cash" direction, dedicated cash lanes are being phased out at national highway plazas, so a working FASTag is the only way to pay the standard rate.
Key Reality: Bihar sits on the Grand Trunk Road (NH-19), one of India's busiest freight and passenger corridors connecting Uttar Pradesh to Jharkhand and West Bengal. Two-wheelers are exempt from toll at national highway fee plazas.
2026 Update: NHAI revised national highway toll rates on April 1, 2026 under the annual WPI-indexed revision. In July 2026 Bihar also notified the Bihar Road User Fee Rules, 2026, a framework for per-kilometre tolling on selected state highways, major bridges, bypasses and tunnels.
Bihar Toll Costs: Current Rates
Bihar follows the NHAI national rate structure, revised annually on April 1 under the National Highways Fee (Determination of Rates and Collection) Rules, 2008. Rates vary by plaza based on tollable length, road category (BOT or public-funded), and concessionaire. The table below shows FY 2026-27 rates (effective April 1, 2026) for the highest-traffic plazas.
Plaza-Specific Rates (Effective April 1, 2026)
| Toll Plaza | Highway / District | Car/Jeep/Van | LCV/Mini-Bus | Bus/2-Axle Truck |

How to Pay Bihar Tolls
The following payment methods are available at Bihar toll plazas:
1. FASTag (Recommended)
- RFID sticker affixed to windscreen; deducted automatically at each boom barrier
- Available from authorised issuer banks, NHAI/IHMCL channels, and online via issuing bank apps
- Tag price, security deposit and minimum recharge vary by issuing bank; confirm with the bank before purchase
- Works at all 1,150+ NHAI plazas nationwide; a FASTag from any Indian state works at all Bihar plazas
- Maintain at least Rs 500 buffer above estimated trip cost to avoid blacklisting mid-route
2. NHAI Apps and Helpline
- Rajmargyatra (official NHAI/IHMCL app and web portal at Rajmargyatra: FASTag account management, balance top-up, Annual Pass purchase, transaction history, plaza-wise rates along a route, plaza complaint submission
- My FASTag app: wallet recharge and tag status check
- NHAI helpline: 1033 (24x7, toll-free) for emergencies, plaza complaints, and FASTag issues
3. UPI and Cash (Fallback)
- Dedicated cash lanes are being eliminated at national highway plazas under the MoRTH Zero-Cash direction from April 10, 2026; follow lane signage at the plaza
- UPI is accepted at plazas with UPI-enabled lanes at 1.25x the standard rate
- Where cash is still accepted, a vehicle without a valid FASTag pays 2x the standard rate
4. GNSS-Based Tolling (Pilot)
- GNSS-based tolling is being introduced in phases across India; FASTag continues alongside during the transition
- NHAI is moving toward barrier-free Multi-Lane Free Flow (MLFF) tolling; the Mokama-Munger expressway section approved in September 2025 is designed with close tolling

Bihar State Highway and Bridge Tolls
Until 2026, toll collection in Bihar was limited to national highways. The Bihar Road User Fee Rules, 2026 introduce a framework for per-kilometre user fees on selected state highways, major bridges, bypasses and tunnels, with FASTag as the main payment mode. Rates depend on vehicle class and road width.
Key Points:
- State highways narrower than 5.5 metres and sections inside municipal areas are not tolled
- Non-payment attracts a penalty of three times the applicable toll
- Private non-commercial vehicles have been announced as exempt on state highways; commercial vehicles pay per-kilometre rates
- The FASTag Annual Pass applies to national highway and expressway fee plazas only; state-managed stretches are charged separately
- The list of tolled sections is notified by the Road Construction Department; check its notifications before travel
Enforcement and Penalties
NHAI enforces toll compliance at Bihar plazas through RFID readers, ANPR cameras, and a national e-notice system active from March 2026. NH-19 plazas are among the busiest on the network and see active enforcement given the high freight traffic on the Grand Trunk Road corridor.
Key Penalty Rules:
- FASTag lane violation: 2x the standard toll rate charged immediately
- FASTag blacklisting: Triggered by insufficient balance, expired KYC, or vehicle registration mismatch. NPCI rules allow a short window around the plaza read time to fix an inactive or low-balance tag before a penalty applies, so recharge immediately if you are warned
- Tag misuse: Using one FASTag for multiple vehicles, or holding the tag by hand instead of affixing it to the windscreen, results in tag deactivation
- E-notice system (from March 17, 2026): Unpaid tolls recorded by FASTag readers and ANPR cameras trigger an SMS/email e-notice to the registered owner. Paying the original toll within 72 hours avoids the penalty; after that the unpaid fee is 2x. A representation can be filed within 72 hours and must be decided within 5 days. If dues stay unpaid beyond 15 days with no representation pending, they are recorded in VAHAN and vehicle-related services can be restricted
- 100-metre / 10-second rule: If a queue at a plaza exceeds 100 metres or per-vehicle service time exceeds 10 seconds, vehicles may pass toll-free until congestion clears (plaza discretion)
Exempt Vehicles:
- Presidential, Governor and Vice-Presidential convoys
- Armed Forces, paramilitary, and fire service vehicles on duty
- Ambulances and medical emergency vehicles
- Other categories listed in Rule 11 of the National Highways Fee Rules, 2008 (confirm through NHAI exemption queries)
- Two-wheelers at national highway fee plazas
Recent Changes (2026)
March 17, 2026 - E-Notice System:
- NHAI introduced the e-notice system for unpaid toll through the National Highways Fee (Second Amendment) Rules, 2026; pay the original toll within 72 hours to avoid the 2x unpaid fee, with unpaid dues recorded in VAHAN after 15 days
April 1, 2026 - National Rate Revision:
- WPI-indexed annual revision applied across all NHAI plazas in Bihar; rates at individual plazas are gazette-notified by concessionaire
- FASTag Annual Pass revised from Rs 3,000 to Rs 3,075 for FY 2026-27; valid for 200 crossings or one year
- Deederganj (NH-30) rates rose by 3.7% to 7.7% and the local monthly pass rose from Rs 340 to Rs 360
April 10, 2026 - MoRTH Zero-Cash Policy:
- MoRTH directed elimination of dedicated cash lanes at national highway plazas; Bihar plazas are transitioning to FASTag/UPI-only operations progressively
July 2026 - Bihar Road User Fee Rules:
- Bihar notified the Road User Fee Rules, 2026 for per-kilometre tolling on selected state highways, major bridges, bypasses and tunnels; private non-commercial vehicles are announced as exempt
August 1, 2026 - NH-922 Kulhariya Plaza:
- Revised toll came into effect at Kulhariya on the Patna-Buxar road; the car toll rose from Rs 105 to Rs 110 under a new operator
Major Infrastructure Projects (2026):
- Patna-Purnea Expressway: Announced in Union Budget 2024 under the Purvodaya eastern development plan; expected to cut the Patna-Purnea journey from over six hours to about three
- Buxar-Bhagalpur Expressway: Also announced under Purvodaya; the Mokama-Munger four-lane section (82.4 km, Rs 4,447.38 crore) received Cabinet approval on September 10, 2025 on Hybrid Annuity Mode with close tolling; construction is expected to begin after the 2026 monsoon
- Varanasi-Ranchi-Kolkata Greenfield Expressway: Bihar section of about 170 km in seven packages across Kaimur, Rohtas, Aurangabad and Gaya; construction is underway on several stretches and a realignment near the Adhaura hills in Kaimur has been proposed
- Raxaul-Haldia Six-Lane Expressway (Bharatmala): Runs from Raxaul on the Nepal border through East Champaran, Sheohar, Muzaffarpur, Samastipur, Begusarai, Lakhisarai, Munger and Banka, then through Jharkhand to Haldia Port; about 585 km in total with roughly 408 km in Bihar under the MoRTH-cleared alignment; land acquisition underway; expected to cut Raxaul-Haldia travel to under 10 hours
- Gorakhpur-Siliguri Expressway (417 km, Bharatmala): Bihar section passes through West and East Champaran, Sheohar, Sitamarhi, Madhubani, Supaul, Araria and Kishanganj; land acquisition is under way and construction had not started as of August 2026
- Amas-Darbhanga Expressway: Links south and north Bihar; construction underway in four packages and about 40% complete
- J.P. Ganga Path extensions (BSRDC): The Digha-Sherpur-Koilwar extension and Ganga Path sections linking Munger, Sultanganj, Bhagalpur and Sabour were put out for bid on Hybrid Annuity Mode in 2025
- Kacchi Dargah-Bidupur Bridge over the Ganga (9.76 km main bridge, Patna-Hajipur): Built by BSRDC; the first lane opened on June 23, 2025 and the full six-lane bridge was reported complete in 2026, pending formal commissioning
Planning Your Journey
Major Corridor Tips:
- NH-19 (Grand Trunk Road, UP border to Jharkhand border): Bihar's busiest freight corridor; BOT plazas at Daffi, Mohania and Sasaram, followed by Saukala near Aurangabad. Heavy vehicle queues can be long at peak freight hours; FASTag is essential to avoid penalty rates and delays
- NH-83 (Patna-Gaya-Bodh Gaya): Key pilgrimage and tourist route; Devkuli and Jindapur plazas serve the Patna-Gaya-Dobhi section
- NH-30 (Patna-Bakhtiyarpur): Deederganj plaza on the four-lane Patna-Bakhtiyarpur stretch (46.8 km tollable length); all payments are collected electronically through FASTag
- NH-20 (Bakhtiyarpur-Rajauli): Karigawan plaza serves this section
- NH-27 (Muzaffarpur-Darbhanga-Purnea, old NH-57): Important north Bihar agricultural corridor with Maithi, Raje, Asanpur, Hariabara and Barsoni plazas
- NH-31 (Khagaria-Purnea/northeast Bihar): Shahpur, Kharik and Maranga plazas on this corridor serve the northeast Bihar agricultural and border trade corridor toward West Bengal
Practical Tips:
- Recharge FASTag before entering the NH-19 corridor; the Varanasi-Aurangabad-Dhanbad stretch has multiple consecutive plazas in Bihar and Jharkhand
- Return journey within 24 hours costs roughly 1.5x the single-trip rate rather than 2x; the exact return fare is on each plaza notice, so plan same-day round trips to save
- The Rs 3,075 Annual Pass covers up to 200 plaza crossings or one year, whichever comes first, and pays for itself if your yearly toll bill would exceed Rs 3,075
- Monsoon flooding (June-September) can close low-lying NH sections in north Bihar; check NHAI advisories before travel in the Muzaffarpur, Darbhanga, and Supaul districts
- Most state highways and district roads remain free of toll and are generally slower; selected state highways, bridges and bypasses can be tolled under the Bihar Road User Fee Rules, 2026, with private non-commercial vehicles announced as exempt
Frequently Asked Questions
Can I avoid toll plazas in Bihar?
Yes, by using state highways and district roads, which are generally slower. National highways are considerably faster and better maintained, making the toll cost generally worthwhile. Selected state highways and bridges can charge a user fee under the Bihar Road User Fee Rules, 2026.
Do motorcycles pay tolls in Bihar?
Two-wheelers are exempt from toll charges at national highway fee plazas in Bihar. They can use dedicated two-wheeler lanes at toll plazas. This exemption applies to motorcycles and scooters.
What happens if my FASTag balance runs out on NH-19?
Your tag can be rejected or blacklisted, and the vehicle is charged 2x (or 1.25x through UPI) at the plaza. NPCI rules allow a short window around the plaza read time to fix a low-balance or inactive tag before a penalty applies. Recharge via the Rajmargyatra app or your issuing bank app, or call NHAI helpline 1033. Given multiple consecutive plazas on NH-19, always maintain a Rs 500+ buffer.
Is the FASTag Annual Pass worth it for Bihar travel?
For non-commercial private vehicles that cross national highway fee plazas often, the Rs 3,075 annual pass is worth buying if your yearly toll would otherwise exceed that amount. It covers 200 crossings or one year, whichever comes first, at national highway and expressway fee plazas nationwide, not just in Bihar. State-managed stretches are charged separately.
Are toll rates the same at all Bihar plazas?
No. Each plaza has gazette-notified rates based on its tollable length, road category (BOT concession or public-funded), and capital cost. Sasaram on NH-19 has a longer tollable stretch (94.8 km) than Mohania (42.6 km), so its rates are proportionally higher.
When will the new Bihar expressways be tolled?
The Patna-Purnea and Buxar-Bhagalpur expressways were announced in Union Budget 2024 under the Purvodaya eastern development plan. The Raxaul-Haldia and Gorakhpur-Siliguri corridors are Bharatmala projects also running through Bihar. The Buxar-Bhagalpur Mokama-Munger section received Cabinet approval in September 2025 and construction was expected to begin after the 2026 monsoon. Toll collection begins on each section as it is handed over operationally, not at overall project completion.
